For the majority of 52 years after the ending of the Second Wizarding World, life in the wizarding world has changed drastically. Muggle influences have taken a solid grip on the lifestyle of witches and wizards. Famous shopping alleys such as Diagon and Knockturn have taken back seats to larger, outdoor shopping alleys for clothing & supplies. Owls that were once used for delivering letters have fallen to muggle technology of cellphones and computers. Even Quidditch has seemed to lost some of its flare to the array of professional sports offered in the muggle world. It seems to those that survived the Wizarding Wars that little has stayed the same. But even with all these new changes in the wizarding world, there are still secrets that are being kept behind close doors.
It has taken a great amount of patience with gaining back the trust of the muggle community in the light of the past War. While those parents of Muggleborn Witches and Wizards are still wary of the ways the magical world works, most have come to accept their children being apart of the Wizarding World. However, there are those few muggle parents that struggle with letting their children venture into a world unknown. And these parents will go to great lengths to keep their children from becoming a stable figure within the Wizarding World on a daily basis.
Lets also not forget about the unfair treatment by the Ministry of Magic of Werewolves. Those witches and wizards who are either werewolves themselves or are descendants and carriers of the werewolf gene in their veins. Family packs who hold a heated hatred towards both the Ministry of Magic for the oppression of their family and for those so called "pure" witches and wizards who agree with the Ministry's shortcomings. There is even a distaste for those wizarding folks who refuse to stand up for what is right in fair treatment.
And what of the rest of the Wizarding Community? Those that are half-bloods or purebloods with no family affiliations to muggles or werewolves. Most have separated themselves into their own social groups outside of the muggles/muggleborns and the werewolf communities.
Tensions start to escalate even further when 3 Hogwarts First Years are killed on the grounds of Hogwarts with several others being gravely injured. The Headmistress and the Ministry are knee deep in howlers from various wizarding and muggle parents outraged about the loss of their child while others cry out for safety of their own. But what seems most puzzling to the Professors at Hogwarts and the Aurors of the Ministry, is the unique mangle of several magical cores that have left their mark on the 3 dead first years. A mangle of cores that only the Head of the Unspeakable Department can describe as a Dangerous and Deadly Magical Pact created between 5 or more wizards.
The questions that remain are 1) who is apart of this Dangerous Pact? 2) who are their intended targets? 3) how much longer before a social war breaks out?
